Punjab Health Systems Corporation (PHSC)


Introduction
The Corporation has been incorporated through legislative measures by the state Govt. of Punjab to bring more administrative flexibility for implementation of the ''Second State Health Systems Development Project" with World Bank assistance to upgrade Health Services at secondary level. The Corporation has taken over 150 Institutions which includes District Hospitals, Sub-Divisional Hospitals and Community Health Centres. The 86 Medical Institutions are situated in rural areas and 64 are in Urban areas.

Constitution of the Corporation

(1) The Corporation shall be a body corporate having perpetual succession and a common seal, with power, subject to the provisions of the Punjab Health Systems Corporation Act, 1996, and the regulations made thereunder, to acquire, hold and dispose of property , and to enter into contracts, and shall by the said name sure and by sued.

(2) The Corporation shall consist of 

(a) The Chairman of the Corporation who shall be the Secretary to the Government of Punjab in the Department of Health and Family Welfare OR a distinguished and eminent medical person; 

(b) the Managing Director , who shall be an officer of the Indian Administrative Service;

 (c) a Board of Directors; and such other employees, as may be determined by the Broad of Directors.

(3) The salary and other terms and conditions of the Service of the Managing Director and those of the other employees of the Corporation shall be such , as may be specified by regularities.

 Functions of the Corporation

 The functions of the Corporation shall be as follows, namely:-

a) to formulate and implement the schemes for the comprehensive development of the dispensaries and hospitals;

b) to construct and maintain dispensaries and hospitals and maintenance of cleanliness therein;

c) to implement National Health Programs as per the directions of the State. The State Government and Central Government shall make available funds for this purpose;

d) to purchase, maintain and allocate quality equipment to various dispensaries and hospital;

e) To procure , stock and distribute drugs, diet , linen and other consumable among the dispensaries and hospital;

f) to provide services of specialists and super-specialist in various hospitals;

g) to enter into collaboration for super specialties with health institutions both within the country or abroad to provide better medical care;

h) to receive donations, funds and the like from the general public and institutions from both within and outside India;

i) to receive grants or contributions which may be made by the Government on such conditions as it may impose;

j) to provide for construction of houses to the employees of the dispensaries and hospital, and the maintenance thereof by mobilizing resources for financing institutions;

k) to plan, construct and maintain commercial complexes, paying wards and providing diagnostic services and treatment on payment basis and to utilize the receipts for the improvement of the hospital and dispensaries ;

l) to run public utility service and undertake any other activity of commercial nature for the delivery of health care within or without the hospital premises directly or in collaboration with private or voluntary agency on contracts basis ;

m) to engage specialized agencies or individuals in the relevant disciplines, directly or from external sources for the efficient and expeditions conduct of any of the functions detailed above; and

n) to provide immediate treatment in case of emergency and for unaccompanied patients.


The Projects
Second State Health Systems Development Project:

"Secondary or First Referral Level Health Services" means clinical, diagnostic and other services provided by community/rural, sub-divisional/taluka/state general and district hospitals in the State of Punjab;

The World Bank sanctioned the Second State Health Systems Development Project of US$ 106.10 million to upgrade the envisaged areas of up-graduation.

Grant Rs. 127.00 crore
Share of the State Govt. Rs. 43.00 crore

As per the suggestions, the Project for revamping the Secondary Level Health Care Services was proposed to help in:

  • Adding & renovating hospital building at the block, sub-divisional and district headquarter;
  • Supplementation of accommodation for essential staff;
  • Provision of more ambulances and better machinery and equipment;
  • Increase in body strength at some places;
  • Additional hospital linen and accessories ; and
  • Maintenance funds for building, vehicles, machinery and equipment.

The Benefits to the General Public:

1.       Free consultation for all ;

2.       Free diagnostic analysis, medicines and also treatment like operations , etc. for Yellow Card holders, Punjab Government Employees, Pensioners, past & present Members of Legislative Assembly, Hon'ble Judges, Freedom Fighters, under trial Prisoners, under emergencies and natural calamities and under National Programs ;

3.       Full availability of equipment and chemicals, etc. for diagnostic facilities ;

  • Cleanliness, repair and up-keep of all building would be better;
  • The whole of the State is to be covered through 86 Government Health Centers in the rural areas.

Steps for the betterment of employees:

1.       Chance of foreign training for all Doctors and Para-medical staff ;

  • Substantial training opportunities and fellow-ships, etc. within the country;
  • Doctors would also get a chance to work in their areas of specialization; and
  • No chance in the terms & conditions of the services, Establishment matters will remain wherever they are .

The Objectives of the Project are:

The objectives of proposed project would be to assist to Govt. of Punjab to :

1.       to improve efficiency in the allocation and use of health resources in the Project States through policy and institutional development ; and

2.       to improve the performance of the health care system in the Project States through improvements in the quality, effectiveness and coverage of health services at the first referral level and selective coverage at the primary level, so as to improve the health status of the people, especially the poor. By reducing mortality morbidity and disability

The Project consists of the following parts, subject to such modifications thereof as the Corporation and the World Bank (Association) agreed upon from time to time to achieve such objectives:

Part A: Management Development and Institutional Strengthening

  • Improving the institutional framework for policy development through the establishment of a Strategic Planning Cell to review and evaluate critical issues in the health sector, including private health care and insurance, burden of disease and cost effectiveness of public health interventions, medical manpower, cost recovery mechanisms and sectoral resource allocation patterns.
  • Strengthening management and implementation capacity through: (i) provision of physical facilities in Punjab ; (ii) renovation and expansion of the office facility of Punjab Health Sytems Corporation and Department of Health and Family Welfare(DOHFW) in Punjab (iii) provision of additional staff at the Head Office of DOHFW in Punjab (iv) reorienting the organizational structure of Department of Health and Family Welfare in Punjab; (v) enhancing and extending the computerized system of data collection and utilization through the provision of hardware and software. And consultancy support (vi) establishing trained and equipped information cells; (vii) training management staff in appropriate record keeping; (viii) introducing a revised medical record keeping system for in-patients and diagnostic services: and (ix) provision of support to Punjab Health Sytems Corporation for the promotion of health care activities in Punjab through private and voluntary organizations.
  • Developing surveillance capacity for major communicable diseases to cover the identification of cases through, inter alia, laboratory support, education of health workers and community involvement, and indexing of cases or isolation of cases and treatment.

Part B: Improving Services Quality, Access and Effectiveness at the First Referral Level

  • Renovation and extension of hospitals providing Secondary or First Referral Level Health Services and construction of staff quarters.
  • Strengthening and improving the effectiveness of clinical and support services at hospitals providing Secondary or First Referral Level Health Services through, inter alia, (i) establishment and application of streamlined norms and standards for technical services, staffing, quality assurance, contracting out services. And monitoring improvements in the quality of clinical care; and (ii) provision of training to strengthen staff skills in clinical and technical areas, to improve the quality of management services and enhance the capacity for equipment maintenance; and (iii) provision of training to enhance management and supervision capabilities of Department of Health and Family Welfare and Punjab Health Systems Corporation in Punjab in respect of essential operational activities, including construction and maintenance activities.
  • Improving the referral mechanism and strengthening linkages with the Primary Level Health Services and the Tertiary Level Health Services through, inter alia, (i) the provision of technical support to improve the quality of care at the Primary Level Health Services and the Secondary or First Referral Level Health Services; (ii) establishing and implementing referral and clinical management protocols; (iii) formulating and implementing mechanisms to provide greater access to Secondary Level Health Services and Tertiary Level Health Services in a timely and effective manner; and (iv) establishing and implementing an incentive system with differentiated fees for users and non-users of the referral mechanism.

Part C: Improving, Access to Primary Health Care in Remote and Underdeveloped Areas

  • Renovation and extension of primary health centers providing Primary Level Health Services in the remote areas of Punjab and establishment and operation of floating medical units to deliver effective health care, including establishment and operation of a wireless communication system.
  • Increasing access to primary health care services among Scheduled Caste and Scheduled Tribe population in Punjab through, inter alia, introduction of a system of annual health check-ups, establishment of health check-up camps, dissemination of general information related to implementing the referral mechanisms referred to in Part B (3) hereof and maintaining records of health check-ups.

 There shall be Board of Directors consisting of the following members namely:-

a) The Chairman of the Corporation who shall be the Secretary to the Government of Punjab in the Department of Health and Family Welfare or a distinguished and eminent medical persons ;

b) the Managing Director ;

c) the Secretary to the Government of Punjab in the Department of Finance ;

d) the Secretary to the Government of Punjab in the Department of Rural Development and Panchayats ;

e) the Secretary to the Government of Punjab in the Department of Local Government ;

f) a representative of the Government of India in the Ministry of Health ;

g) the Director of Health Services, Punjab ;and

h) six eminent persons as given below, nominated by the Government for a period of three years :
Provided that no nominee shall be a member of the Board of Directors for more than two terms or six years whichever is less;
 

(i) a representative of Medical Institution of excellence in the country ; 

(ii) two distinguished experts in professions related to Medicine and Health ; 

(iii) an experienced professionals in Systems Management or Telecommunication ; 

(iv) the Director of the National Institute of Pharmaceutical Education and Research ; and  

(v) a representative of a reputed industrial house manufacturing pharmaceuticals.

  • The Managing Director shall be the Executive officer of the Corporation and he shall implement the decisions of the Board of Directors and shall exercise such other powers and perform such other functions , as may be delegated to him from time by the Broad of Directors .
